Normative legal acts
The procedure for considering appeals of citizens and legal entities is determined by the following laws of the Republic of Belarus:
The Law «Appeals of Citizens and Legal Entities» (18.07.2011 № 300-3);
The Law «Basics of Administrative Procedures» (28.10.2008 № 433-3);
Presidential Decree «Additional Measures in Work with Appeals» (15.10.2007 № 498)

Personal reception is conducted on a first-come, first-served basis.
It is necessary to have identity documents (passport, residence permit, refugee certificate).
Electronic appeals
Starting January 2, 2023, due to the entry into force of the amendments and additions to the Law of the Republic of Belarus of July 18, 2011 No. 300-З “On Appeals of Citizens and Legal Entities” (as amended by the Law of the Republic of Belarus of June 28, 2022 No. 176-З), the procedure for submitting electronic appeals has been changed.
Citizens and legal entities may exercise their right to submit electronic appeals only through the state unified (integrated) republican information system for the registration and processing of appeals from citizens and legal entities обращения.бел.
Written appeals.
Written appeals can be sent to: 220007, Belarus, Minsk, Fabrytsyjusa vulitsa, 28. They can also be left in the Book of comments and suggestions. The Book of comments and suggestions is located on the 3rd floor in the Library Service and Document Storage Department (room 310). Kovalenko Anzhelika Dmitrievna, Head of the Department (tel. 370-70-37, 367-26-44), is in charge of the book.
Written appeals of citizens should contain:
- Name and/or address of organization or position of the person who sends an appeal;
- Name, surname, patronymic (if possible) or initials of the citizen, his/her address;
- Appeal itself;
- Personal signature.
Written appeals of legal entities should contain:
- Name and/or address of organization or position of the person who sends an appeal;
- Full name of legal entity and its location;
- Appeal itself;
- Name, surname, patronymic (if possible) of the manager or the authorized person;
- Personal signature of the manager or the authorized person and seal of the legal entity.
The following written appeals will not be considered:
- Appeals written not in the Belarusian, Russian languages;
- Anonymous appeals;
- Unreadable appeals;
- Appeals containing bad language or offensive statements;
- Appeals on the issues beyond our competence;
- Second appeal on the same issue if it has been already considered and it doesn’t contain any new information;
- Advertising materials;
- Appeals from the person the correspondence is terminated with.
